If a parent, legal guardian, or adoptive parent is applying for a Non-Conviction Certificate to be issued on behalf of a minor or an adopted child, which has reached the statutory minimum age for criminal responsibility, that person must present documentation proving their relationship to said minor in order for a Non-Conviction Certificate to be issued;
If a foster parent is applying for a Non-Conviction Certificate to be issued on behalf of a ward in their custody, they must provide a copy of documents establishing legal custody;
Please note that you should indicate the exact address/es of your stay in Russia (city, street, house and apartment).
