Registration of Adopted Russian Children with Consular Division of Embassy of the Russian Federation

In accordance with the legislation of the Russian Federation, Russian children adopted by foreign citizens must be registered at the Consulate. To register your child, please submit the following documents:

  • written application for registration, indicating your full name, date and place of birth, and phone numbers;
  • original Russian passport your child used to enter the country. (Once the Consulate receives all documents we shall place a registration stamp in your child's passport, as a confirmation that your child has been registered with the Consulate. After that the passport will be mailed back to you);
  • one passport-size picture of your child;
  • notary certified copies of American passports of parents;
  • notary certified copy of Russian adoption certificate;
  • notary certified copy of Russian birth certificate (issued after adoption)
  • prepaid envelope Express-mail or FedEx (if you have FedEx account number). Please note that we do not accept cash or any other checks.

Important Information for Adoptive Parents of Russian Children

Let us remind you that according to the Russian legislation concerning post-adoption requirements Russian Ministry of Education requires submission of post-placement supervisory reports at 6, 12, 24 and 36 month after adoption. Рost-adoption reports should address adopted child’s bond with the family, physical health and development, education, social skills, family relationship, etc. These reports must be prepared by a licensed social worker. All reports must be notary certified, apostilled, translated into Russian and have set of 5 pictures of the child. Reports must be submitted to the Ministry of Education and Science of the Russian Federation not later than the due date. Please note that adoption agency and adoptive parents are both responsible for the child being registered with a local Russian consular office within 3 days upon arrival (for full list of consular offices in the USA and regions of their jurisdiction please visit: “Russian Consulates in the USA”). If adoptive parents change their place of residence, they should notify local consular office and re-register their child at new location. Passport for adopted Russian Children under the 18-year old age

An adopted child must be registered at the Consular Division of the Russian Embassy.

All Russian minors must have their own passport to travel to Russia.

If a minor travels alone he/she needs parents` notarized consent for the trip (please contact notary section of the Consular Division).

The Embassy issues 5-year and 10-year (or biometric) passports.

We recommend that minors obtain biometric passports after 6-year old age.

Parents must apply in person.

Minors are not required to be present to apply for 5-year passport. Minors must be present to apply for 10-year biometric passport.

Parents must complete online application and arrange an appointment with the Consular Division of the Embassy to apply for the passport.

Documents to submit:

Application for Russian Passport must be completed by one of the parents in Russian language, contain full parental information and printed out on both sides of a sheet. Please use third party translation service if needed.

2. The minor's Russian birth certificate issued after adoption (plus copy), or copy notarized by a Russian notary (plus copy)

3. Adoption certificate (plus copy)

4. The minor's previous passport (plus copy of all pages), police report if the passport was lost

5. A passport size color photograph of the applying parent (both for 5-year and 10-year passport)

6. 3 passport size color photographs of the minor for 5-year passport (1 photo for 10- year passport)

7. Copy of the parent’s USA passport

8. Copy of the child's USA passport

9. Money-order: 5-year passport - $10.00 for minors under 14 or $30.00 for minors between 14 and 18,
10-year passport - $40.00 for minors under 14 or $80.00 for minors between 14 and 18


Passport Processing Time

10-year passports are processed within 2 months, 5-year passports - 2 weeks (under 14-year old minors only).

Passports are issued without prior appointment:
Mon, Tue, Wed, Fri - 9-00 - 12-00AM.
