Categories of foreign citizens allowed to enter the Russian Federation


By the order of the Government of the Russian Federation of March 16, 2020 No. 635-r, entry into the territory of the Russian Federation is allowed for foreign citizens of the following categories:


1. Accredited or appointed employees of diplomatic and consular missions of foreign states in the Russian Federation, of international organizations and their representative offices, other official missions of foreign states located on the territory of the Russian Federation, officials of the Standing Committee of the Union State, as well as family members of these persons (spouses, parents, childrens, adopred children, adoptive parents), deputies and official representatives of the Parliamentary Assembly of the Union of Belarus and Russia, members of official delegations, employees of Intergovernmental Courier Communications, bearers of diplomatic and service (official) passports

2. Persons who posess diplomatic or service (official) visas

3. Drivers of freight vehicles of international automobile traffic, international transport buses (only for transportation of individuals mentioned in this paragraph, excluding transportation of goods), crew members of air, sea and river vessels, train and locomotive crew members of international railway traffic, personnel determined by international agreements of the Russian Federation in the field of railway transport

4. Support personnel of the rented part of the Saimaa Canal defined in the Treaty between the Russian Federation and the Finland Republic on renting by the Finland Republic of the Russian part of the Saimaa Canal and its adjacent territory and on navigation through the Saimaa Canal signed in Lappeenranta on May 27, 2010

5. Persons entering the territory of the Russian Federation for the purpose of extradition, provided that the Federal Penitentiary Service submits information about such persons to the FSB

6. Persons traveling to the Russian Federation by road, air, rail or sea transport in order to replace the crews of sea and river vessels located in the ports of the Russian Federation, subject to presentation of valid documents proving the identity of seaman and inclusion in the crew list or an extract from the crew list

7. Persons traveling to the Russian Federation by road, air, rail or sea transport in order to replace aircraft crew members subject to presentation of crew ID's and cabin crew flight orders or general declarations regarding a planned flight  

8. Citizens of the Republic of Abkhazia entering the Russian Federation from the Republic of Abkhazia

9. Citizens of the Republic of South Ossetia entering the Russian Federation from the Republic of South Ossetia

10. Citizens of the Republic of Belarus and persons holding a residence permit or other document confirming the right to permanent residence in the Republic of Belarus, entering the Russian Federation from the territory of the Republic of Belarus or foreign states specified in the Annex I through air checkpoints across the state border of the Russian Federation, and travelling to the Russian Federation by railway passanger transport

11. Citizens of the Republic of Belarus who are employees of Belarussian companies taking part in work to ensure a continuous production process at industrial facilities in the Russian Federation in the field of nuclear energy, construction, oil and gas production, processing of minerals, sent to industrial facilities in the Russian Federation for working on a rotational basis specified in the lists sent to the Ministry of Internal Affairs of Russia by the federal executive body supervising the sphere of work of such Russian companies, or the State Atomic Energy Corporation "Rosatom"

12. Citizens of foreign states listed in the Annex I entering the Russian Federation from the territory of foreign states specified in the Annex I and from the territory of the Republic of Belarus through air checkpoints across the state border of the Russian Federation

13. Persons holding a residence permit or other document confirming the right to permanent residence in a foreign state specified in the Annex I and entering the Russian Federation from the territory of foreign states specified in the Annex I and from the Republic of Belarus through air checkpoints across the state border of the Russian Federation

14. Citizens of the Member States of the Eurasian Economic Union travelling to the Russian Federation from the Republic of Armenia, the Republic of Belarus or the Kyrgyz Republic by air through the following points of entry:


- Anapa International Airport (Vityazevo),


- Vladivostok International Airport (Knevichi),


- Grozny Airport (Severny),


- Yekaterinburg International Airport (Koltsovo),


- Zhukovsky Airport,


- Kazan International Airport,


- Khrabrovo Airport (Kaliningrad),


- Krasnodar Airport (Pashkovsky),


- Krasnoyarsk Airport (Yemeljanovo),


- Vnukovo International Airport,


- Domodedovo International Airport,


- Sheremetjevo International Airport,


- Nizhnekamsk Airport (Begishevo),


- Novosibirsk International Airport (Tolmachevo),


- Rostov-on-Don Airport (Platov),


- Samara International Airport (Kurumoch),


- Pulkovo International Airport (Saint-Petersburg),


- Sochi International Airport,


- Ufa International Airport,


- Chkalovsky Airport,


subject to presentation by the indicated persons of medical documents proving negative COVID-test results shown in the mobile application "Путешествую без COVID-19"

15. Persons entering the Russian Federation for the funerals of a close relative (spouses, parents, children, siblings, grandparents, grandchildren, adoptive parents, adopted children) subject to presentation of a copy of death certificate and a document proving degree of relationship

16. Persons who posess ordinary private visas issued by the decision of the Ministry of Foreign Affairs of the Russian Federation

17. Persons who are family members (spouses, parents, children, siblings, grandparents, grandchildren, adoptive parents, adopted children), guardians and trustees of citizens of the Russian Federation, subject to presentation of a copy of a document confirming the degree of relationship or guardianship (custody) orders

Important note - If such a document confirming the degree of relationship is issued by a foreign state (except CIS coutries), it must have an apostille, translation into Russian language and verification by any Russian consular mission or Russian notary office in order to be officially recognized by Russian authorities

18. Persons entering the Russian Federation to visit sick close relatives (spouses, parents, children, siblings, grandparents, grandchildren, adoptive parents, adopted children) subject to presentation of documents (copies) issued by a medical organization, confirming their health condition, and copies of documents confirming the degree of relationship

 19. Persons permanently residing in the territory of the Russian Federation as well as travelling thorough the territory of the Russian Federation for transit purposes through air checkpoints across the state border of the Russian Federation without crossing the Russian border

20.  Migrants from the Latvian Republic to the Russian Federation in accordance with the Treaty between the Government of the Russian Federation and the Government of the Latvian Republic on Regulating the Process of Migration and Protecting the Rights of the Migrants dated June 2, 1993, as well as their accompanying under-aged family members, indicated in the identification documents of the migrants from the Latvian Republic to the Russian Federation

21. Participants of the State Program for Assisting Voluntary Resettlement to the Russian Federation of Compatriots Living Abroad, approved by Decree of the President of the Russian Federation of June 22, 2006 N 637 "On Measures to Assist Voluntary Resettlement of Compatriots to the Russian Federation living abroad ", as well as family members of the participants, indicated in the identicifation documents of the participants of the Program, subject to presentation of a certificate of participant of the State Program to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation or a copy of such a certificate verified according to the laws of the Russian Federation (for  the family members of a participant of the State Program) 

22. Persons who received permission to resettle to the Russian Federation according to the Agreement between the Russian Federation and Turkmenistan on Regulation of the Resettlement Process and Protection of the Rights of Migrants signed in Ashkhabad on December 23, 1993, and their family members, whose names were listed in such a permission, subject to presentation of the permission to resettle to the Russian Federation issued in accordance with the mentioned bilateral Agreement

23. Persons entering the Russian Federation for the purpose of medical treatment, as well as accompanying persons (only in case of under-aged patients or patients who have moderate or serious condition of health as well as in case of related medical indications), reported by the medical organizations in accordance with the algorithm of processing the applications to enter the Russian Federation for the purpose of medical treatment approved by the Operational Headquarters of the Government of the Russian Federation on preventing importation and spread of COVID-19 on the territory of the Russian Federation, thorough the Federal State Information System “Joint Portal of Public Services” to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for further resending to the FSB

24. Persons entering the Russian Federation for the purpose of studying at higher or vocational education organizations, listed in the rosters formed by these organizations in accordance with the algorithm of arranging the work with regard to foreign students arriving in the Russian Federation for the purpose of studying at such organizations, approved by the Operational Headquarters of the Government of the Russian Federation on preventing importation and spread of COVID-19 on the territory of the Russian Federation, sent by the mentioned educational organizations by the agreement with the foundation members thorough the Federal State Information System “Joint Portal of Public Services” to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for further resending to the FSB of the Russian Federation

25. Persons entering the Russian Federation for employment purposes indicated in the lists formed in accordance with the algorithm of actions on attracting foreign workforce into the economy of the Russian Federation, sent by the Rostrud thorough the Federal State Information System “Joint Portal of Public Services” to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for further resending to the FSB of the Russian Federation

26. Persons permanently residing in Baikonur (Kyzyl-Orda region, Republic of Kazakhstan) or sent to the territory of the Republic of Kazakhstan to participate in the implementation of state programs of the Russian Federation, presidential programs, the Federal space program of the Russian Federation, interstate and federal target programs, programs of the Union State and programs international cooperation in the field of space activities specified in the lists sent by the State Corporation for Space Activities "Roscosmos" thorough the Federal State Information System “Joint Portal of Public Services” to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for further resending to the FSB of the Russian Federation

27. Persons participating in the adjustment and maintenance of foreign-made equipment specified in the list sent to the Ministry of Internal Affairs of the Russian Federation by the federal executive body supervising the operational sphere of the organization - customer or owner of the foreign-made equipment, or the State Atomic Energy Corporation "Rosatom"

28. Persons, who are involved in labor activities as highly qualified specialists, as well as their family members (spouses, parents, children, adoptive parents, adopted children) included in the list (indicating the checkpoint across the state border of the Russian Federation and the date of entry) sent to the Ministry of Internal Affairs of Russia by the federal executive body supervising the operational field of the employer organisation or customer of work (services), or the State Atomic Energy Corporation "Rosatom"

29. Persons entering the Russian Federation, involved in labor activities as highly qualified specialists in the field of sports, and their family members (spouses, parents, children, adoptive parents, adopted children) as well as persons participating in sports events in the territory of the Russian Federation, and their family members (spouses, parents, children, adoptive parents, adopted children) indicated in the lists (indicating the checkpoint across the state border of the Russian Federation and the date of entry) sent by the Ministry of Sports of Russia to the Ministry of Internal Affairs of Russia

30. Persons participating in quality control of equipment manufactured by Russian legal entities and supplied in accordance with contracts regulating the construction of nuclear facilities abroad, and within the framework of the implementation of international treaties of the Russian Federation, according to lists sent by the State Atomic Energy Corporation "Rosatom" to the Ministry of Internal Affairs of Russia

31. Persons participating in the certifications of new aircraft and maintaining the airworthiness of domestically produced aircraft by Russian air transportation companies according to the lists sent by the Ministry of Industry and Trade of Russia to the Ministry of Internal Affairs of Russia

32. Persons entering the Russian Federation for business purposes stated in the lists formed in accordance with the algorithm of arranging entrance to the Russian Federation of foreign citizens - owners or executive officers of companies operating in the economy of the Russian Federation as well as foreign nationals participating at negotiations on implementation of investment projects approved by the Operational Headquarters of the Government of the Russian Federation on preventing importation and spread of COVID-19 on the territory of the Russian Federation and sent by the Ministry of Economic Development of the Russian Federation to the Ministry of Internal Affairs of the Russian Federation

33. Persons entering the Russian Federation in accordance with the Articles 5.1 and 9, Paragraph 7 of the Federal Law "On preparation and hosting in the Russian Federation of the World Cup FIFA 2018, Confederation Cup FIFA 2017, European Championship UEFA 2020" indicated in the lists sent by the Ministry of Sports of the Russian Federation thorough the Federal State Information System “Joint Portal of Public Services” to the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for further resending to the FSB 

34. Persons entering the Russian Federation in accordance with the Article 10, Paragraph 7 of the Federal Law "On preparation and hosting in the Russian Federation of the World Cup FIFA 2018, Confederation Cup FIFA 2017, European Championship UEFA 2020" - visitors and spectators of the soccer matches

35. Genetic parents of children born in the territory of the Russian Federation to surrogate mothers, entering the Russian Federation for the purpose of state registration of the birth of a child, information about which has been sent by the Ministry of Health of the Russian Federation to the Ministry of Internal Affairs of the Russian Federation

36. Citizens of Ukraine and stateless persons, permanently residing in certain districts of Donetsk and Lugansk regions of Ukraine, provided that they have a registration mark about permanent residenсe in the above mentioned districts in Ukrainian passports or other identification documents, specified in the Decree of the President of the Russian Federation №74 of February 18, 2017 "On recognition in the Russian Federation of the documents and registration plates of vehicles, issued to citizens of Ukraine and stateless persons, permanently residing on the territory of certain districts of Donetsk and Lugansk regions of Ukraine"
